NCAA restricts bloggers

I found out that those who have press credentials from the NCAA and are covering NCAA events will be limited on the number of blogs they produce during an event. That is, there is now an "NCAA Blogging Policy" which reads as follows. I'm trying to figure out the rationale. Anyone know?
